A man is accused of murdering a woman in her apartment south of Ottawa… and police classify the crime as “gender-based violence.”

Ottawa – Ottawa police are investigating a murder that occurred on Monday morning, after a woman was found dead inside her apartment in the Carsel Crescent area south of the city.

According to an official statement, the police received a report around 11:30 AM about an emergency inside a residential building, where the victim, identified as Tracy Duncan, 54 years old, was found deceased at the scene.

Stephen Dwyer, a 57-year-old resident of Ottawa, has been arrested and charged with second-degree murder. He is scheduled to appear in court on Tuesday.

The police noted that this murder is the thirteenth homicide recorded in the capital, Ottawa, since the beginning of 2025.

The police added that they are treating the incident as a "gender-based murder" (Femicide), a term used to describe the killing of women or girls, or gender non-conforming individuals, because of their gender or gender identity.

The Ottawa Police Major Crimes Unit urges anyone with information or footage related to the incident to contact them at 613-236-1222, extension 5493, or to provide information anonymously through Crime Stoppers at 1-800-222-8477 or through the website crimestoppers.ca.
