Mohamed Imtiaz from Quebec reported that he witnessed his wife being brutally attacked by a neighbor.

While she survived, Imtiaz says she is suffering from deep trauma.

He added: "We brought her home but she is afraid to come here to her apartment."

All of this happened last week in a residential tower in Vaudreuil-Dorion. The suspect is accused of killing his 68-year-old mother and his 53-year-old neighbor.

Imtiaz continued, "Then when he saw my wife coming out of my apartment, he rushed toward her and hit her with something very hard, struck her on the head, then she fell to the ground. Then he went back into the apartment and brought some large knives and some other dangerous items which he pushed into her nose and eyes and everything, then tried to cut her throat. There was a lot of blood on the floor and on the wall."

Imtiaz explained that a neighbor called 911, and shortly after, Fabio Puglisi was arrested.

He appeared in court on Thursday where he was deemed unfit to stand trial and was ordered to undergo compulsory treatment for 30 days before his next court appearance.
Court documents show that Puglisi has a long history
of mental illness, and has been found not criminally responsible
twice for crimes he committed in 2012 and 2020.

Guy Pilon, mayor of Vaudreuil, said, "Why is someone like this free in public places?"

Currently, those who suffer from mental health issues can refuse treatment.

And if they are not considered an immediate danger to themselves or others, they are released, often without any supervision.

Pilon wrote to Lionel Carmant, the minister responsible for health and social services, requesting him to review this aspect of the law known as P:38.
