The U.S. Secretary of State, Antony Blinken, proposed a comprehensive plan for post-war Israel in the Gaza Strip, which will be delivered to the team of elected U.S. President Donald Trump. The plan includes “a complete Israeli withdrawal from Gaza,” and “the establishment of a temporary administration” in the sector, and “the formation of a temporary security force with the participation of troops from partner countries and Palestinian elements.”
In a speech delivered at the "Atlantic Council Research Center" in Washington on Tuesday, Blinken noted that the ceasefire agreement in Gaza is “very close” but is “pending the final word from Hamas.” He also added that the plan includes inviting the Palestinian Authority to partner with international countries to establish a temporary administration responsible for civil sectors such as banks, water, energy, and health, in addition to civilian coordination with Israel. He explained that the international community will take responsibility for funding, supporting, and overseeing this administration.
Blinken stated that this temporary administration will include Palestinians from Gaza alongside representatives of the Palestinian Authority, and it will work in close coordination with a senior official from the United Nations to ensure border security, which is essential to prevent Hamas from rebuilding its military capabilities. He noted that a new initiative will be launched to train and equip security forces led by the Palestinian Authority to gradually assume responsibility for law and order in Gaza. He also affirmed that these arrangements will be included in a Security Council resolution.
Regarding international participation, Blinken mentioned that some international partners have expressed their willingness to send troops or police to support this mission, but that will only happen if an agreement is reached to unify Gaza and the West Bank under the leadership of a reformed Palestinian Authority, as part of a path leading to an independent Palestinian state. He emphasized the necessity for “Israel to accept a unified Gaza and West Bank,” stressing that peace can only be achieved if there is Palestinian unity.
The Foundation for Lasting Peace
In his efforts to achieve peace, Blinken indicated that the goal of this plan is to ensure lasting peace in the region and achieve the aspirations of both parties. He said that the United States seeks through these principles to achieve real security for Israelis and real independence for Palestinians by establishing a Palestinian state.
Blinken clarified that the principles included in the plan cover several key objectives: First, to ensure that Gaza is not used by Hamas as a platform for launching further violent attacks against Israel. Second, to form a new Palestinian government that is unified with the West Bank under the umbrella of the Palestinian Authority. Third, to ensure that there is no Israeli military occupation in Gaza or the reduction of its territory, while canceling any attempts to impose a permanent blockade or closure on the sector. Fourth, to prevent the forced displacement of Gaza’s residents.
He added that the principles aim to create a sustainable mechanism for the reconstruction of Gaza and its recovery, providing a path for true coexistence between Israelis and Palestinians in two independent states. He further stated that the goal is to achieve an equal level of security, freedom, opportunity, and dignity for both Israelis and Palestinians.
Blinken pointed out that all these principles form the foundation that will contribute to ending the current war in Gaza and achieving comprehensive and lasting peace in the region, thereby opening the way for the two-state solution, which the United States sees as essential for stability in the Middle East.
