We can consider that last Sunday, February 9, 2025, was an exceptional day, having witnessed a significant event that brought together representatives of Islamic scholars and state officials (the Quran and the Sultan).

The Higher Scientific Council organized a communication day in the context of enhancing the "message delivery" plan, which included scholars, ministers, constitutional institution officials, and development experts, representing strategic fields and sectors: religion, security, judiciary, economy, finance, administration, health, and rights.

This communication day followed the scientific seminar organized by the council last December titled *"Scholars and the Message of Reform in Modern Morocco"*.

All participants agreed, in different but complementary expressions, that the Quran, values, and ethics are essential keys to reform and development in all its dimensions and fields, and are indispensable conditions to achieve their goals, improve their outputs, ensure their sustainability, and generalize their benefits while affirming their justice.

We can summarize the main conclusions that positively launched this dynamic within the religious affairs sector, framed by the message delivery plan, as follows:

- Only the integration of the Quranic influence and the Sultan's influence is suitable for the Kingdom of Morocco to ensure its strength, resilience, and reform at the state and society level, and any distance between them leads only to spiritual wandering and deviation.

- The growing concern over political, social, economic, cultural corruption, and others, squanders the nation's natural and human resources, misses developmental opportunities, and causes fractures, weaknesses, and deviations in the state, society, and among citizens.

- A message from Islamic scholars to state officials to commit to the Quranic influence and promote values and ethics, emphasizing that development is not merely programs, techniques, and procedures, but a spirit that must pervade religion with its objectives and values.

- A message from the Sultan/state officials to the Quran/scholars to engage in society and institutions as advocates, advisors, educators, and enforcers of good and prohibitors of evil, encompassing their roles in the mosque, state, and society.

- The necessity of the convergence of the tongue (scholars) and the hand (Sultan) in harmony and integration to awaken aspirations, stop the bleeding, and correct behavior to achieve a genuine renaissance suitable for the Kingdom. The Quran needs the Sultan to implement its purposes, rulings, and values. The Sultan needs the Quran to evaluate and improve its programs, measures, and the conduct of its administrators.

- The nation urgently needs human development with its spiritual, behavioral, scientific, and legal dimensions, alongside spatial and economic development and the improvement of infrastructure and urbanization. Human development's focal point and goal is the upright, productive citizen loyal to the nation.

- Communication between scholars and officials confirms that there is no reform or development without the good example that should be set by the nation's leaders, scholars, politicians, officials, and intellectuals. Otherwise, there will be no impact from the message and the speeches and aspirations.

- This implicit declaration through the communication day to restore the spirit of religion to state institutions will please all sincere and faithful believers to the nation. Only those corrupt and opposed to national and religious constants and values will object, those who have wronged the nation by fighting against it and distancing it from politics, economics, administration, and other vital sectors.

This communication day confirms the vigilance that constitutional councils and institutions (the Higher Scientific Council, the Economic, Social, and Environmental Council, the Integrity Commission, and the Prevention of Corruption and Fighting Corruption...) are displaying to launch a strong alert regarding integrity, governance, and reform, and to call for an official and societal national revolution that cannot be delayed.

A revolution backed by the indicators and reports published before and after this communication day, the latest concerning corruption, confirming the urgent need for this revolution, which must be led by the determined influence of the Sultan and infused with the spirit of the Quran.

We ask God for truthfulness in word and deed, and to dedicate the best of His creations to the nation and to keep the worst away. The nation deserves the best.
