Lebanon: Arrest of the Head of the "Drugs" Office on Charge of "Cocaine Theft"!

The military investigative judge Najat Abu Shaqra stopped, at the beginning of this month, by virtue of a direct arrest warrant, Colonel Henry Mansour, the former head of the Central Anti-Narcotics Office, in connection with the theft of a quantity of cocaine from the Anti-Narcotics Office.

Mansour, who was dismissed to the Office of the Director General of the Internal Security Forces, was previously convicted by the military court after his arrest following an inventory carried out by the Judicial Police, which showed the loss of a large quantity of cocaine.
 

He was convicted under a summary judgment and sentenced to two months in prison on April 19, 2021, after mitigation and merging, and to pay a fine of one million Lebanese pounds. He also has a disciplinary penalty on his record of "strict suspension" for 30 days, due to "abuse of authority and suspicious communication with individuals wanted on drug-related cases, under the pretext that they worked with him as informants," during his tenure as head of the Regional Anti-Narcotics Office in the South and the central office, without the approval of the Public Prosecution.

He also "organized correspondences containing information contrary to reality, abused his position by arbitrarily summoning people for personal purposes or by not summoning them contrary to legal procedures." He was assigned "neglecting to supervise his subordinates regarding overseeing an investigation into the seizure of a large quantity of cocaine, which led to the loss of some of it from the office he headed.

He proceeded to dismantle evidence stored in the office warehouse as a trust for the judiciary without consulting on this matter, contrary to the law and applicable military instructions. He prepared a superficial report on the loss which included many mistakes. He also tried to destroy evidence stored in the warehouse whose provenance was unknown as part of a legal destruction process, by adding it illegally. He received the presidency of the Central Anti-Narcotics Office from his predecessor by means of a report without conducting an inventory of the warehouse contents, and tried to mislead the investigation through his communication with the individual named A. Al-Marastawi (of Syrian nationality) located in Syria, despite having heard his testimony about a suspicious relationship between them. He exploited his collaborative work relationship with one of the liaison officers at the Saudi embassy to achieve personal goals, indicating gross negligence and exploitation of his position for personal gains, which harmed his reputation and the reputation of the institution to which he belongs."

Despite all that was attributed to Mansour, the Director General of the Internal Security Forces, Major General Emad Othman, did not refer him to the disciplinary council. Rather, he included him on promotion lists to be promoted to the rank of brigadier general on the first of next July. It is rumored that this is due to the intervention of the Secretary General of the Future Movement, Ahmad Hariri, with the Director General.
