The remnants of tropical storm Debbie were covering a large area of Eastern Canada today, Friday, and are expected to bring up to 120 mm of rain in some areas as it merged with another low-pressure system over the Great Lakes.

The storm system was moving across southern Ontario and Quebec, prompting Environment Canada to issue alerts and warnings for communities between Cornwall and Ontario and Quebec City concerning the risk of flash flooding.

By 10 AM, between 60 and 80 mm had already fallen in Montreal, with more expected later in the day.

Environment Canada meteorologist Michelle Flury stated, "We still expect at least an additional 40 millimeters of rainfall, which could raise the total amount of rain to over 100 millimeters for the day."

Forecasts indicate that the Montreal area will receive between 80 to 120 millimeters by the end of the day - with some locations in southwestern Quebec expected to receive up to 140 millimeters.

Flury said that rain is expected to end in Quebec on Friday night, with some scattered showers remaining into Saturday.

The heavy rains forced the closure of some tourist attractions in the province, including La Ronde amusement park in Montreal and Granby Zoo, east of Montreal. The opening events set for the International Balloon Festival, a hot air balloon festival in Saint-Jean-sur-Richelieu, southeast of Montreal, have been postponed until Monday.

Montreal Pride announced it has postponed outdoor activities including Community Day in the village and the Soiree 100 perf Drag party at the Olympic Stadium in Montreal, which will now take place on Saturday. Organizers wrote, "Tropical storm Debbie will not stop us from celebrating our pride!"

A non-profit day shelter in Montreal, Resilience Montreal, reported flooding in its offices. The organization’s founder, Nakuset, turned to social media to ask for help. The center serves 1000 meals daily.

She wrote on the social media platform X, "If you can come and help us, please do so."

The Quebec Ministry of Transportation warned of some flooding on highways and temporary road closures due to heavy rain. Most of the localized flooding incidents were in central northern Montreal and surrounding areas. The regional police stated that they were in contact with various partners regarding the weather conditions, but had not reported any major traffic incidents related to the stormy weather.

Environment Canada warned of the possibility of minor landslides.

Rain is also expected to flood the city of Ottawa, where rainfall amounts between 50 and 100 millimeters are expected throughout the day. In Toronto, rainfall amounts of 25 to 50 millimeters are expected during the morning and early afternoon.

The remnants of Hurricane Debbie are also expected to reach New Brunswick by evening, bringing up to 40 millimeters of rain until Saturday morning.
