Prime Minister Benjamin Netanyahu said that the first phase of the plan promoted by the United States to end the war in Gaza, which includes the release of a limited number of detainees held by Hamas, can be implemented without agreeing on all the terms of the subsequent phases, according to Hebrew media.

Netanyahu added that Israel's top priority in Gaza is to eliminate Hamas.

He continued that this goal will persist alongside the goal of recovering the detainees, and that both objectives are part of a plan to end the war that has been approved at the highest level in his government.

He said in a video statement, "This is not something I am adding now. This is not something I am adding because I am under pressure within the coalition. It is something we agreed upon unanimously in the war cabinet."

The Israeli government spokesperson quoted Netanyahu as saying that Biden proposed a "partial version" of the Gaza plan.

David Minzer, the spokesperson for the Israeli government, reported that Netanyahu stated that U.S. President Joe Biden only published some details while presenting the plan to end the war in Gaza.

He added that Netanyahu said, "The war will stop with the aim of returning the hostages, and then we will move on to other discussions," which seems to reiterate Israel's refusal for a sustainable ceasefire before eliminating Hamas.

In contrast, a partner from the far-right in the ruling coalition in Israel accused Netanyahu today of attempting to "whitewash" Biden's proposal and reiterated the threat of resigning from the government.

National Security Minister Itamar Ben Gvir stated before his party's bloc in parliament that Netanyahu invited him to review the draft Gaza plan, but the Prime Minister's aides did not provide it to him on two occasions.

He added that any plan must include the elimination of Hamas.

He continued: "The details of the deal, as presented by President Biden, show that it is a deal that means Israel's surrender and an end to the war without achieving the primary goal of destroying Hamas."

He further stated, "At the end of Saturday, I requested to speak with the Prime Minister (Netanyahu), and in the conversation we had, the Prime Minister claimed that the agreement is not as Biden presented it, and that there will be no illegal deal and an end to the war without addressing Hamas."

Claiming that Netanyahu's office distanced itself from offering the draft to him, he said, "I arrived on Sunday at the Prime Minister's office to review the draft, and the situation began to seem strange: his aides claimed to me that he was busy at that moment, and when one of them shouted: What draft? There is no draft, another assistant said: There is a draft, come tomorrow to see it."

He added: "This time, we arranged a specific time for this morning (Monday), so I could view the draft. I arrived this morning as well at the Prime Minister's office, and there they once again refused to present the draft agreement to me."

He continued: "After that, the head of the National Security Council Tsahi Hanegbi called me and asked to explain to me the lines that the small government agreed upon, and I reiterated my request to see the draft agreement with my own eyes, but the head of the National Assembly denied the existence of such a draft."

Ben Gvir said: "I ask the honorable Prime Minister, what do you have to hide? If the deal is not illegal and does not commit to ending the war by eliminating Hamas, why do you refuse to present it to me?”

He added: "The reason for the concealment can only be one; it is a draft of an illegal deal, as presented by the President of the United States, and an attempt is currently underway to whitewash it."

He further stated: "That is why I repeat my words and say to the Prime Minister: If you sign an illegal agreement that ends the war without eliminating Hamas, then 'Jewish Power' will dissolve the government," referring to his party participating in the governing coalition.

Israeli opposition leader Yair Lapid, on Monday, renewed his offer to provide a safety net in the Knesset for Netanyahu to conclude a prisoner exchange deal with Hamas and a ceasefire in the Gaza Strip.

Lapid said via the "X" platform: "The Israeli government must accept Netanyahu's proposal and send a delegation to Cairo today to finalize the details."

Israelis refer to what Biden announced as "Netanyahu's proposal"; because Israeli officials said that the Israeli war government drafted the same proposal last week.

Lapid, leader of the "There is a Future" party (24 seats in the Knesset), added: "I reiterate my offer to grant Netanyahu a political safety net to implement the deal."

In this context, a Palestinian source said today, Monday, that Hamas is preparing to respond positively to the U.S. proposal regarding reaching a deal with Israel if it receives written guarantees "that compel Israel to adhere to any agreement with the movement."

The Palestinian source close to Hamas and one of those informed about the course of the indirect negotiations with Israel said, "The movement views positively the proposal presented by U.S. President Joe Biden, especially as it includes most of Hamas's demands, but we will not give our final response unless we receive official written guarantees."

The Palestinian source, who preferred not to be named, added that "Hamas believes that Biden's proposal could be a precursor to putting a final end to the Israeli war on Gaza if official pressures are exerted on Israel and Prime Minister Benjamin Netanyahu."

However, the source explains that Hamas fears that the new proposal is merely a "new maneuver practiced by both the United States and Israel aimed at freeing the detainees from Gaza without a final halt to the war, subjecting the Palestinian people to suffering for months and possibly for years to come."

The source stated that Hamas has informed its initial positive response to the proposal, but emphasized that its final position will remain contingent "on receiving a written document from the mediators that includes all the items to be agreed upon without any ambiguity in the details of implementation."
