Netanyahu: The Palestinian Authority cannot return to Gaza as this is not "Oslo II"

Israeli Prime Minister Benjamin Netanyahu pledged not to repeat the mistakes made under the Oslo Accords by allowing the Palestinian Authority to return to Gaza after its military campaign to expel Hamas from this enclave ends.

He told reporters on Saturday night, "One thing is certain that I do not do, I am not prepared to deceive myself by saying that the flawed action that happened under Oslo through a gross mistake" must be repeated now again with the return of an "enemy entity" to Gaza and the West Bank."

Netanyahu referred to the initial exit of the Palestine Liberation Organization to Tunisia, affirming that this decision was correct, adding that the mistake was allowing it to return in 1994 via the Palestinian Authority and under the auspices of the Oslo Accords of 1993.

He said: “I will not repeat this mistake and return this corpse to Gaza, because the same thing will happen," referring to the 2007 coup in which Hamas overthrew the Fatah movement of the Palestinian Authority from Gaza and seized control of the sector by force.

Netanyahu said that the Palestinian leadership is divided into two parts, but the ideology that denies Israel's right to exist is shared by those ruling in the West Bank and Gaza.

Netanyahu said that instead of seeing the kind of government reform that happened in Germany and Japan after defeat in World War II, the opposite will happen if “we return the same entity - which has not undergone any reform or transformation – to Gaza,” "which is what even our good friends suggest."

"I think differently and I oppose that. We must build something different” once the war ends. He stressed that Israel must have general control over the area, including security, but internal governance will be Palestinian.” He explained that this reference is to a newly established governmental entity and not the Palestinian Authority.

“The Palestinian Authority does not fight terrorism but supports it. It does not work for peace, but works to destroy Israel,” and said, “This is not the entity that needs to enter there [Gaza].”

The international community and the United States have pressured Israel regarding what will happen to Gaza after Israel completes its military campaign to destroy Hamas. It did so after the terrorist group infiltrated southern Israel, killing more than 1,200 people and taking about 240 hostages.

The United States supports the Israeli military campaign in Gaza, but is concerned about the large number of displaced people due to airstrikes, about 1.9 million out of 2.7 million living there, as well as the rising death toll. Hamas confirmed that about 15,000 Palestinians were killed in war-related violence in Gaza, without specifying how many of them were fighters.

The United States and the international community have called on Israel to minimize civilian casualties and ensure the flow of aid. But they also looked to the day after and emphasized that the Palestinian Authority should govern Gaza, even though they have not presented a viable security alternative to this option. Israel insists that the Israeli army must maintain its military control over the sector.

U.S. Vice President Kamala Harris addressed the Biden administration's vision regarding Gaza on Saturday, when she spoke to reporters on the sidelines of the United Nations Climate Conference COP28 held in the United Arab Emirates. She said, “Hamas cannot control Gaza and Israel must be secure,” "while Palestinians have a political horizon," explaining that this includes the return of the revitalized Palestinian Authority to Gaza.

Harris said: “The Palestinian Authority security forces must be strengthened to eventually take over security responsibilities in Gaza.”

Until then, there must be security arrangements acceptable to Israel, the people of Gaza, the Palestinian Authority, and international partners.”

The humanitarian situation in Gaza

She continued, "The Palestinian Authority must be activated driven by the will of the Palestinian people," adding that this activated Palestinian Authority must be able to govern Gaza as well as the Palestinian Authority, to move forward. “We cannot confuse Hamas with the Palestinian people.”

Harris explained that “Hamas is a brutal terrorist organization committed to repeating the events of October 7 until Israel is wiped out. No country can live under this threat.”

But how Israel will conduct its military operations against Hamas is “important how,” and international law must be respected. Many innocent Palestinians have been killed. The scale of the humanitarian suffering and the images coming from Gaza have been devastating,” she said. “Israel must do more to protect innocent civilians.”

On Saturday night in Ramallah, Palestinian Authority President Mahmoud Abbas said that Gaza is “an integral part of the Palestinian state and that” any political solution” must include this enclave in addition to the West Bank and East Jerusalem.

According to his statement published by the Palestinian News Agency WAFA, the only solution to bloodshed, as he told Palestinian Authority leaders, is recognition of the Palestinian state on those lands, including United Nations membership.

Abbas called for an international conference to discuss and set a timetable for Israeli withdrawal to the pre-1967 lines.

He added: “We continue with our people to stand firm in the battle for survival, freedom, and independence. We will not kneel. We will not surrender to the partner in this matter. We will not allow the repetition of the Nakba of Palestine in 1948 whatever the conditions and whatever the sacrifices may cost.”
