The police said that a man from Toronto is facing 101 charges in connection with an investigation into car fraud.
In a press release issued on Saturday morning, the Toronto Police said they received information in July about a man who committed what investigators described as "fraudulent" transfers of vehicles at ServiceOntario locations.
The police said that ServiceOntario assisted investigators, and it was found that the man was responsible for several vehicle-related frauds dating back to November 2023.
The police stated that a search warrant was executed on August 9, and Winklel Liard, 43, of Toronto, was arrested as a result.
He faces 101 charges, including 15 counts of document forgery, nine counts of fraud involving amounts over $5,000, and nine counts of altering or removing a vehicle identification number.
Police believe there may be more victims and released a photo of Liard when announcing his arrest.
The police stated in a press release: "In order to protect against purchasing a stolen/re-manufactured vehicle, it is always recommended to buy and review a vehicle history report."
The Toronto Police define vehicle re-manufacturing as changing the vehicle identification number to a fabricated one for the purpose of concealing the theft of the vehicle.
When purchasing a vehicle, the police said the vehicle may have been re-manufactured if there are "sudden" changes in the color of the vehicle itself in the vehicle history report. Other red flags include a low odometer reading between owners or if there are indications that the vehicle was exported previously without an import certificate to Canada.
