Bloomberg agency explained that there will be changes during Qatar's hosting of the World Cup, and Doha allows the raising of rainbow flags for the LGBTQ community and public kissing during the period in which the country hosts the World Cup.
The American agency pointed out that there is a proposal presented by the International Football Federation detailing police procedures in dealing with these cases, which included that Qatari police are not allowed to approach people who raise rainbow flags, or detain or prosecute them.
In the first response from a Qatari government representative, the information was declined to be commented on, and a spokesperson for the Supreme Committee for Delivery & Legacy, the local Qatari committee organizing the World Cup, said it was aware of the proposal, but said it did not draft or approve its contents.
