Saskatchewan: Teachers return to "partial strike" today

Saskatchewan teachers are once again implementing work-to-rule actions according to "partial strike" across the province starting today, Monday.

This means that teachers will arrive at schools 15 minutes before the school day starts and leave no later than 15 minutes after the school day ends.

There will also be no voluntary services or supervision during lunch hour provided by teachers.

Teachers will also not participate in any extracurricular activities during the work period.

School divisions have individually issued their own announcements on how to proceed.

In Regina, the public school division stated that all of its outdoor activities will be temporarily halted for the time being.

Discussions between the Saskatchewan Teachers Federation (STF) and the province collapsed when the Saskatchewan Teachers Federation rejected binding arbitration, which Saskatchewan Education Minister Jeremy Cockrill and Premier Scott Moe publicly stated was now the best way forward to reach an agreement.

The binding arbitration would involve a neutral third party joining the negotiations and listening to proposals from both sides before deciding on the best way to proceed to end the contract stalemate.

At the end of May, eighty-eight percent of STF members voted on another offer from the province, while 55 percent said "no." This was an offer that had been approved by the leadership of STF and the province after being reached on May 17.

The three-year offer included salary increases of three percent in the first two years and two percent in the final year.

According to STF and the province, the offer also included:

 An accountability framework to be signed by STF, the government, and the Saskatchewan School Boards Association (SSBA) and attached to the agreement as a memorandum of understanding

 An additional amount of $18 million annually to address classroom complexity, which will be added to the multi-year funding agreement signed by SSBA and the government

 The establishment of a ministerial task force regarding classroom complexity, consisting of teachers, students, and parents. A final report will be presented to the Minister of Education, which will ensure input from teachers and students

 A policy schedule on violence-free classrooms chaired by the Ministry of Education, including representatives from STF and SSBA

Saskatchewan teachers have been without contracts since August 2023. The initial bargaining between the province and STF began in May 2023.
