Even before the pandemic, the healthcare system in Quebec faced significant difficulties due to the severe shortage of nurses.

To meet the substantial healthcare needs in the province, the Quebec government promises to provide a weekly cost-of-living allowance of $500 to foreign nurses who intend to settle in Quebec and who will undergo training in the health sector.

Once the nurse arrives in Quebec, they will have to undergo refresher training, as stipulated by the Quebec Professional Health Federation (FIQ). During this course, the nurse will work as an assistant for up to 20 hours per week.

It is noteworthy that Quebec's Minister of Employment, Jean Boulet, and Minister of Health, Christian Dubé, are working on recruiting about a thousand nurses from French-speaking countries to fill the shortage that the province suffers from, which has reached about 4,000 nurses.
