Hamas reaffirmed, this evening on Sunday, August 18, 2024, its commitment to what it agreed upon on July 2, based on the announcement of U.S. President Joe Biden and the Security Council resolution.
Hamas stated in a press release: After listening to the mediators about what transpired in the negotiations, it has become clear to us that Netanyahu is still putting obstacles in the way of reaching an agreement.
The movement added, "The new proposal responds to Netanyahu's conditions and aligns with them, especially his refusal for a permanent ceasefire and withdrawal from Gaza."
Hamas continued: The new proposal responds to Netanyahu's conditions, especially his insistence on continuing the occupation of the Netzarim junction, the Rafah crossing, and the Philadelphi corridor.
The movement revealed that the new proposal imposes new conditions in the prisoner exchange file and retracts from other clauses, hindering the completion of the exchange deal.

Hamas Movement - Press Statement
The Islamic Resistance Movement (Hamas) has dealt responsibly with the efforts of our brothers, the mediators in Qatar and Egypt, and with all proposals aimed at reaching an agreement to stop the aggression against our people and conclude a prisoner exchange deal, in order to preserve the blood of our people and put an end to the genocide, ethnic cleansing, and brutal massacres perpetrated by the occupying government and army against our Palestinian people in the Gaza Strip.
The movement also expressed its approval of the mediators' proposal on May 6, 2024, welcomed President Biden's announcement, and what was mentioned in the U.N. Security Council resolution, responded to the proposal presented by the mediators, and agreed on it on July 2, 2024.
Following the issuance of the trilateral statement, the movement demanded that the mediators present a plan to implement what they proposed to the movement and that was accepted, so that the negotiations do not remain in a vicious cycle due to Netanyahu's procrastination and his imposition of additional conditions and obstacles to reach an agreement, serving his strategy to gain time and prolong the aggression.
After we listened to the mediators about what transpired in the last round of negotiations in Doha, it became clear to us once again that Netanyahu is still putting obstacles in the way of reaching an agreement, imposing new conditions and demands aiming to undermine the mediators' efforts and prolong the war.
The new proposal aligns with Netanyahu's conditions, especially his refusal for a permanent ceasefire, comprehensive withdrawal from the Gaza Strip, and his insistence on continuing the occupation of the Netzarim junction, the Rafah crossing, and the Philadelphi corridor, as well as imposing new conditions in the prisoner exchange file and retracting from other clauses, preventing the completion of the exchange deal.
We hold Netanyahu fully responsible for undermining the mediators' efforts and obstructing the reaching of an agreement, and he bears full responsibility for the lives of our captives who are exposed to the same danger as our people, due to his continued aggression and systematic targeting of all aspects of life in the Gaza Strip.
We in Hamas confirm our commitment to what we agreed upon on July 2, based on Biden's announcement and the Security Council resolution, and we call on the mediators to assume their responsibilities and compel the occupation to implement what was agreed upon.
