Recent American reports have talked about the possibility of reconsidering the classification of Hay'at Tahrir al-Sham (HTS) as a terrorist organization, in the context of geopolitical and ground developments in Syria. This comes amid new dynamics in northern Syria, where the group is trying to present itself as part of the political solution rather than being part of the problem.
Reports indicate that the group has begun to show a noticeable shift in its rhetoric and field behavior, such as its attempts to improve its relationship with the international community, including its emphasis on civilian administration of the areas it controls and respect for religious minorities, as recently occurred in the city of Aleppo. However, the United States remains cautious in dealing with these steps, emphasizing that this does not justify the atrocities committed by other parties to the conflict, such as the Syrian regime and Russia.
Despite these signals, any potential decision to remove the group from terrorism lists will face significant challenges, especially due to its previous association with Al-Qaeda and its violent history, making the American and international stance on the matter complex.
