Prime Minister Justin Trudeau and Ontario Premier Doug Ford will sign an agreement on Friday detailing how the province should spend the additional billions of federal dollars allocated for health care.

The deal stems from the National Health Funding Summit in February 2023, when the Trudeau government unveiled the expansion of the Canadian Health Transfer program.

Although Ontario and the federal government reached a deal in principle that same month, both sides have been working on the details since then.

A provincial source told CBC News that the agreement to be signed on Friday covers $3.1 billion from Ottawa.

As part of the deal, the source said, the provincial government must establish new primary health care teams, open 700 more spots in medical education programs, and improve health system data tracking and reporting.

The agreement comes as Ontario's health system faces a severe staffing crisis, with a record high number of patients lacking a family doctor, and the cascading effects leading to long wait times in hospital emergency rooms.

Last week, Ontario Health Minister Sylvia Jones announced $110 million in funding to add 400 health specialists to 78 new or expanded primary care teams across the province. The source said the new federal funding for primary care teams is in addition to this announcement.

The source said the new deal also includes federal funding to support the province's plan to grant licensed health care professionals from other parts of Canada automatic practice rights in Ontario, and Trudeau and Ford are scheduled to sign the agreement in King City north of Toronto.
