Two large explosions occurred near the Ministry of Foreign Affairs office near the Zobe junction in Mogadishu on Saturday afternoon.
There was no shooting immediately after the explosion, indicating that it was probably not a raid-type scenario.
A dense smoke wave was seen from the site of the immediate explosion.
One resident told HOL that windows were shattered one kilometer away.
The victims are currently unknown.
The explosion comes as senior government officials and security personnel meet at the Somali Police Force headquarters in Mogadishu to discuss ongoing offensive operations against the Al-Shabaab movement.
The Somali president and leaders of the federal member states are also meeting in Mogadishu at the two-day National Coordination Council summit focusing on security.
No group has claimed responsibility for the attack so far, but the armed rebel group Al-Shabaab frequently targets government and civilian buildings in major cities in Somalia.
