Holness's demand for Montreal to have more powers

Palarama Hollins says: "The Montreal Bloc was created to represent the residents of Montreal in the National Assembly and to advocate for greater financial and political independence," explaining that there will be a vote for the Montreal Bloc in the fall provincial elections, i.e., a vote for the province of Quebec to share the reduction of the provincial sales tax with Montreal, impose a $5 congestion charge on non-resident vehicles entering the island, and finance free public transportation during peak hours, as this was announced by the party on Thursday.

The party leader Palarama Hollins said at a press conference outside the offices of the Premier of Quebec in downtown Montreal on Sherbrooke: "The Montreal Bloc was created to represent the residents of Montreal in the National Assembly and to advocate for more financial and political independence (for the city)," adding Hollins, who ran for mayor of Montreal in last year’s municipal election on a platform calling for Montreal to become a bilingual city, that his new regional party’s financial plan proposes leaving 20 percent of Quebec Sales Tax (QST) revenues generated from the sale of goods and services in Montreal with the city.

On the other hand, pouring tax revenues, which the party estimates at 2 billion dollars per year, in addition to approximately 500 million dollars of annual revenues that will be generated by congestion pricing, would raise Montreal's municipal operating budget from 6 billion dollars to 8.5 billion dollars.

Hollins explained that the additional funds will finance free public transportation during peak hours between 6 a.m. and 9 a.m. and between 3 p.m. and 6 p.m., and said that the additional revenues for Montreal will also help fund the construction of social housing, sports and recreational facilities, infrastructure repairs, more after-school programs, parks, and green spaces, at least partially, with subsidies from provincial and federal governments. However, the financial independence granted by a portion of the QST means that the city can meet its urgent needs without waiting at higher levels. Additionally, the congestion charge also aligns with Montreal Bloc’s environmental policy, which calls for achieving carbon neutrality by 2040.

Earlier this week, Montreal Mayor Valérie Plante revealed her wishlist before the elections and asked provincial parties to commit in the upcoming campaign to presenting a new financial charter for Montreal.
