Google said it still expects to remove news links from its search engine by the end of the year.
The company has been part of the regulatory process of the Online News Act, which will require tech giants to pay media outlets for news content shared or redirected on their online platforms.
Google also stated that the draft regulations for implementing the bill do not address the company's concerns.
Google spokesperson Shay Purdy said in a statement: "We still have serious concerns that the underlying issues may ultimately not be solvable through regulation and that legislative changes may be necessary."
The company also said that legislative changes may be necessary for it to keep news available in Canada. The company did not specify how it wants to change the law, stating that it is up to the government to make that decision.
However, it welcomed the idea of upcoming changes through the Liberal government's fall economic statement or the upcoming federal budget.
Also, Heritage Minister Pascal Saint-Onge said that although the Online News Act is not perfect, the media landscape is changing so rapidly that the government cannot wait any longer.
Saint-Onge added on Friday while speaking at the international NEWS MINDS conference in Toronto: "We need to get our foot in the door and start doing this."
