Ontario Premier Doug Ford is expected to meet with Federal Housing Minister Sean Fraser, a day after a scathing report from Ontario's integrity commissioner found that the housing minister violated ethical rules.

The premier is scheduled to meet with Fraser following an announcement in Etobicoke on Thursday morning.

A new report released by Commissioner J. David Wake on Wednesday concluded that Clark violated ethical rules while the government was splitting the greenbelt for development.

The findings of the report revealed that Clark broke two sections of the Members' Integrity Act by "failing to oversee the process" of selecting greenbelt lands for development, which resulted in promoting "the private interests of certain developers."

In response to calls for Clark’s resignation, Ford stood by the minister on Wednesday, stating that he will continue to work in his office to achieve housing goals.

We have acknowledged the areas where we need to improve, the Premier's office said in a statement on Wednesday: “The integrity commissioner confirmed that today, and we will continue to work to strengthen the process moving forward.”

A senior source close to the Premier told CTV News that Ford is struggling to retain Clark, but staff say that his resignation may be the only way to stop the fallout from the greenbelt report.

The Premier is expected to announce his decision on Thursday alongside Labour Minister Monte McNaughton and Education Minister Stephen Lecce.
