US President Joe Biden announced a new proposal to stop the war in Gaza, which includes three phases, stating that "it is time to end this war."
Phase One
Biden clarified that the first phase will last for six weeks and includes a comprehensive ceasefire and the withdrawal of Israeli forces from residential areas in Gaza. Biden added, "If the negotiations take longer than six weeks, the ceasefire will continue as long as the discussions last."
Biden further stated that during the first phase, Israel will negotiate with Hamas to reach the second phase, which will see a permanent end to the war.
Phase Two
In the second phase, prisoners will be exchanged, where Israel will release all living Palestinian prisoners in exchange for the withdrawal of Israeli forces and an increase in humanitarian aid to 600 trucks daily.
Phase Three
In the third phase, a comprehensive reconstruction plan for Gaza will be implemented, aimed at rebuilding infrastructure and improving living conditions for the residents of the enclave. Biden said, "This offer is now on the table, and what we need is implementation."
Biden confirmed that the Israeli proposal has been communicated to Qatar and Hamas, emphasizing the importance of focusing on the truce and ending the war in Gaza.
Biden addressed Israel, saying: "As someone who has had a long commitment to Israel, as the only US president to visit Israel during a war, and as someone who sent American troops to directly defend Israel when it was attacked by Iran, I ask you to be cautious and think about what will happen if this opportunity is lost... We cannot waste this opportunity."
He added, "It is time to end the Gaza war."
Biden warned of the risks of Israel's increasing international isolation if this opportunity for peace is not seized, stressing that this proposal represents a real chance to end the conflict and achieve stability in the region.
He stated that this agreement, if realized, could help Israel become more integrated into the region, including normalization with Saudi Arabia.
Biden noted that Egypt and Qatar are working to ensure that Hamas does not resume any military operations against Israel, urging Hamas to accept the deal.
He considered that Hamas is no longer capable of carrying out another attack like the one on October 7.
