Washington pledges to respond to the Russian recognition of separatists in Ukraine

White House spokesperson Jen Psaki announced that Washington is ready to respond immediately to the Russian move to recognize the sovereignty of the Donetsk and Luhansk republics in eastern Ukraine, confirming that the United States anticipated such a move by Russia.

Psaki explained, in a statement to reporters, that U.S. President Joe Biden will soon issue an executive order banning investment, trade, and new financing by American persons in the so-called separatist regions in Ukraine.

She continued that there will be authority to impose sanctions on anyone determined to operate in those areas of Ukraine.

She said, “The Departments of State and Treasury will receive additional details soon, and we will soon announce additional measures related to Russia's blatant violation of international obligations.”

She added, “To be clear, these measures are separate from the swift and severe economic actions we were preparing in coordination with allies and partners in the event of a Russian invasion of Ukraine.”

She confirmed that the White House continues to consult closely with allies and partners, including Ukraine, regarding next steps and the ongoing Russian escalation along the border with Ukraine.
