Toronto is expected to experience rainy weather today, Friday, with up to 30 mm of rain forecasted for the city.
A special weather statement was issued for Toronto and much of the Golden Horseshoe area on Thursday as parts of Eastern Canada prepare for heavy rainfall.
In a virtual press conference on Thursday, the national weather agency stated that the current weather system is expected to collide with the remnants of Tropical Storm Debbie, causing "heavy rainfall" in some areas.
Rainfall warnings have been issued for parts of Quebec and Eastern Ontario, which could see accumulations of up to 100 millimeters.
Jennifer Smith, a national meteorologist with Environment and Climate Change Canada, said that heavy rain could lead to localized flooding in urban environments. She noted that there could be "significant impacts" in major urban centers like Ottawa, Montreal, and possibly even Toronto.
She added, "Localized flooding could occur just because of ineffective drainage in urban environments for rainfall over a short period of time."
"We have already seen a lot of rain in Eastern Canada last summer, so everything that can absorb more water is already saturated. Thus, flooding on the ground and so forth is likely to be a result of that."
Just three weeks ago, Toronto experienced widespread flooding and power outages after nearly 100 millimeters of rain fell within three hours.
Waterlogged parts of the city, closed portions of the Gardiner Expressway and Don Valley Parkway after the flooded roads caused some drivers to become stranded.
Environmental Canada indicated on Friday that the heaviest rainfall in Toronto is expected this morning and early afternoon.
