Local residents, along with the family and friends of Kulunder Singh Sohee, who was killed, expressed their concerns and demanded answers about why more wasn't done to alert the public after the initial non-fatal attack on April 21.

Sergeant Rob Dixon said the police responded to the initial stabbing by deploying several teams while the suspect remained at large.

Dixon added, “We had a full-service canine unit, a forensic identification section, and assistance from the Royal Canadian Mounted Police in Surrey after hours.”

He went on to say that there was an increased police presence in White Rock the following day, and information was disseminated on social media.

On April 23, police reported responding to calls about a man being stabbed near the White Rock pier on Marine Drive around 9:30 PM. Sohee was treated at the scene but succumbed to his injuries.

Investigators stated that witnesses described seeing Sohee in a physical altercation with the suspect before he was chased east on the White Rock promenade towards the parking lot next to Grand Chief Bernard Robert Charles (Pa-Kwatch-Ton) Memorial Plaza.

The suspect was described as a Black male, 5'11” tall, wearing a hoodie. A similar description was given for the suspect in the initial attack days prior.

Authorities previously stated they had neither confirmed nor ruled out the possibility that the same individual was behind both stabbings.

Murder investigators announced yesterday, Tuesday, that 27-year-old Dimitri Nelson Hyacinth was arrested in Surrey on Monday in connection with the fatal stabbing.

He has since been charged with aggravated assault related to the non-fatal stabbing incident that occurred in the same area two days prior to last week's murder, according to the integrated homicide investigation team.

They stated that their investigation into the murder is ongoing, although no charges have been laid yet.
