Defense Minister Bill Blair said he could not convince the Liberal government that Canada needs to meet the NATO spending goal in its latest update to defense policy.
All NATO allies, including Canada, have agreed to spend at least 2% of GDP on defense.
Canada spends about 1.33 percent, according to NATO estimates, which amounted to $26.9 billion last year.
The new defense policy introduced by Blair last month aims to reach 1.76 percent of GDP by 2030 - or $49.5 billion.
Blair confirmed he cannot make an argument to the Cabinet that government policy should reach the "magic threshold" of 2 percent.
Stating, "Canadians are concerned about affordability issues."
