Amid ongoing talks about concluding a prisoner exchange deal, Israeli Channel 13 published the mediator's document, which essentially includes details of the first phase of the forming deal that Israel is concerned with and agrees upon.

According to the document, in the first phase, 40 Israeli prisoners will be released, including 15 adults (over 50 years old), 13 sick individuals, and seven women "who were supposed to be released in December 2023." Five female soldiers will be released in the first phase.

The document details that 404 Palestinian security prisoners will be released by the Palestinian side. That is, the ratio is one captive to ten Palestinian prisoners. Each category has a separate key.

Due to the release of the female soldiers in the first phase, 15 severely sentenced Palestinian prisoners serving long sentences will also be released, along with 47 who were released in the Shalit deal and were re-arrested in Israel.
