Macron wants to expand the scope of the referendum without undermining the spirit of the French Constitution.

French President Emmanuel Macron announced that he wants to expand the referendum to include topics such as immigration and to open a new phase of decentralization, without touching the spirit of the constitution.

In a speech delivered before the Constitutional Council on Wednesday, marking the 65th anniversary of the adoption of the constitution, he stated that the constitution should not be amended under the influence of emotion.

Macron also extensively defended the constitutional text issued on October 4, 1958, amid the crisis related to the Algerian War.

He estimated that this constitution has become the most stable in our entire history because it closes the door on seeking a regime after the "French Revolution."

Emmanuel Macron also affirmed that "preserving the constitution does not mean making it rigid," referring to the constitutional amendments that pave the way for addressing the status of New Caledonia and Corsica.

He reaffirmed his commitment to changing the constitutional text to better recognize all territories located in the overseas if consensus appears in this regard.

An meeting is scheduled for the end of October to try to overcome the divisions that have hindered constitutional review attempts since 2017.

He warned against attempts to evade the rules of the rule of law, stressing the necessity of "not undermining the right to asylum," in response to the right and far-right calls to not apply European law on immigration issues.
