Canada: Update on travel rules for arrivals and implementation starting April 1

Canada has updated its travel rules again, but this time it has canceled the pre-arrival COVID-19 testing requirements for vaccinated international travelers.

It is still possible for travelers to be randomly selected for COVID-19 testing at the airport upon arrival in Canada, but they will not need to show proof of a negative test starting from April 1.

It is the latest in a number of changes Canada has made throughout the COVID-19 pandemic.

Federal Health Minister Jean-Yves Duclos spoke about this easing measure  on Wednesday.

Currently, travelers wishing to enter Canada, regardless of the mode of transportation used, must present a negative result from a polymerase chain reaction (PCR) test, conducted within 72 hours prior to arrival in Canada, or a rapid antigen test conducted the day before departure.

These tests, which can sometimes be expensive or difficult to access depending on the country, must be performed at health institutions or through telehealth services. Recently, Canadian companies have developed a detection service through video conferencing.

By the end of March, these requirements will be lifted for properly vaccinated travelers, whether arriving by air or land.

This federal decision comes after more than two years since the start of the pandemic. At the same time, Canadian provinces and territories also announced a series of easing measures, such as dropping the vaccine passport and, in some sectors, the mandatory wearing of face masks.

Pressure from the business world

It is noted that in recent weeks representatives from the tourism industry and the business community have pressured Justin Trudeau's Liberal government in Ottawa to review the entry rules to Canada.

They argued that these rules have severe consequences on the revival of tourism and organizing trips to Canada.

"This is excellent news and was more than necessary," said Manuela Guia, spokesperson for "Tourisme Montréal", about the imminent federal decision. This non-profit organization focuses its activities on supporting the tourism sector in Greater Montreal.

"Travel had become more of a problem than a pleasure," Guia added, referring to the "tourism momentum" that will resume towards Montreal and across Canada.

It is noted that random tests are still in effect at Canadian airports. But travelers who are tested no longer need to self-isolate while awaiting results.
