During a press conference at the government Serail in the presence of the program director in Lebanon, Dr. Abdullah Al-Wardat, Mikati said that "the executive board of the World Food Program decided in its last meeting in Rome to allocate 5 billion and 400 million US dollars to Lebanon for the next three years."

Lebanon has been witnessing an economic collapse for three years, classified by the World Bank as among the worst in the world since 1850. The Lebanese pound also lost about 95 percent of its value against the dollar, leading to a deterioration in the living standards of its residents.

According to Mikati, there was an agreement to distribute the UN program's aid "equally" between Lebanese and Syrian refugees, who have been receiving support from it since 2012, the start of the inflow of Syrian refugees to Lebanon.

Lebanon also hosts, according to the authorities, more than two million Syrian refugees, while the number registered with the United Nations is about 830 thousand. Al-Wardat told journalists that he informed Mikati "of the approval of the World Food Program project in Lebanon for the years 2023-2025." He explained that the program "will continue to provide emergency assistance as well as in-kind and cash assistance." He added, "Today we are talking about one million Syrian refugees and one million Lebanese who will benefit from this project."

Amid the economic collapse, about eighty percent of Lebanese live below the poverty line and are unable, with the deterioration of their purchasing power, to provide their basic needs, especially since the government lifted subsidies on key goods including fuel and wheat.

The crisis also worsened the suffering of Syrian refugees who were already living in difficult conditions. According to a study published by the United Nations in December 2020, nine out of ten Syrian refugee families live in extreme poverty amidst the economic collapse.
