Trump's plans if he returns to the White House include deportation raids, tariffs, and mass expulsions

Countless investigations dominated the former American president Donald Trump and the subsequent charges against him, which took up a large part of the 2024 presidential campaign. But less than a year before Election Day, Trump dominates the race to win the Republican nomination and has already set a comprehensive set of political goals in the event of winning a second term.

His ideas, and even the issues he focuses heavily on, differ from the proposals of President Joe Biden. If implemented, Trump's plans would represent a radical government reform arguably more significant than those during his first term. His presidency was characterized, especially in the early days, by chaos, infighting, and a wave of hastily written executive orders that courts quickly overturned.

Some of his current ideas will likely end up in court or be blocked by Congress. But Trump's campaign and allied groups are compiling policy books containing detailed plans.

A look at his agenda:

Trump will try to strip tens of thousands of professional employees of their civil service protections. In this way, they can be fired because he seeks to "completely erase the deep state."

He will attempt to achieve this by reissuing a 2020 executive order known as "Schedule F." He said this would allow him to reclassify large numbers of employees, with a special focus on "corrupt bureaucrats who used our judicial system as a weapon" and "corrupt actors in our national security and intelligence apparatus." Due to his anger at the FBI and federal prosecutors pursuing criminal cases against him, Trump is likely to target individuals linked to those prosecutions for revenge.

Alongside the firings, Trump wants to crack down on government officials who leak information to journalists. He also wants federal employees to pass a new civil service test.

US-Mexico border
Trump pledged "an immediate halt to the invasion of our southern border" and ending illegal immigration.

As part of this plan, he says he will immediately direct the US Immigration and Customs Enforcement to carry out the largest domestic deportation operation in American history. It will target people living legally in the United States but who have "jihadist sympathies" and revoke student visas for those holding anti-American and anti-Semitic views.

In an attempt to secure the US-Mexico border, Trump says he will transfer thousands of troops currently stationed overseas and move federal agents, including those in the Drug Enforcement Administration and the FBI, to immigration law enforcement authorities. He also wants to build more border wall.

Trump wants to reinstate the travel ban he originally imposed on seven majority-Muslim countries and expand it "to keep extremist Islamic terrorists out of the country." In the wake of Hamas's attack on Israel, he pledged to impose an "ideological screening" for immigrants. His goal: to prevent "dangerous crazies, haters, fanatics, and lunatics," as well as those who "sympathize with terrorists and extremist Islamic extremists."

To deter immigrants, he said he would end birthright citizenship, using an executive order that would provide a legally untested interpretation of the 14th Amendment. This order would prevent federal agencies from granting automatic citizenship to children of people in the United States illegally. It would require at least one parent to be a US citizen or legal permanent resident for their children to be eligible for passports, Social Security numbers, and other benefits.

Trade
Trump says he will impose a tariff system, possibly at 10%, on most foreign goods. Sanctions will increase if trade partners manipulate their currencies or engage in other unfair trade practices.

He will urge Congress to pass the "Trump Reciprocal Trade Act," which gives the president the authority to impose reciprocal tariffs on any country that imposes them on the United States.

A large part of the agenda focuses on China. Trump proposed a four-year plan to gradually phase out Chinese imports of commodities, including electronics, steel, and pharmaceuticals. He wants to forbid Chinese companies from owning critical US infrastructure in sectors like energy, technology, and agriculture, and says he will force Chinese owners to sell any properties "that threaten US national security."

Foreign policy
Trump claims that even before his inauguration, he will have resolved the Russia-Ukraine war. He says this includes ending the "endless flow of American treasure to Ukraine" and demanding European allies compensate the United States for the cost of replenishing stockpiles.

It is unclear whether he will insist on Russia withdrawing from territories in Ukraine it seized in the war it launched in February 2022.

Trump said he will stand with Israel in its war against Hamas and support Israel's efforts "to destroy" the armed group. He says he will continue to "basically reassess" NATO's purpose and mission.

Transgender rights
Trump said he will ask Congress to pass a bill stating that the United States recognizes "only two sexes," as determined at birth.

As part of his campaign against affirming care, he will declare that hospitals and health care providers offering transition hormones or surgery no longer meet federal health and safety standards and will be barred from receiving federal funds, including Medicaid and Medicare money.

He will push Congress to ban hormonal or surgical interventions for transgender minors in all fifty states.

Doctors typically guide children toward treatment before medical intervention. At this stage, hormonal treatments like puberty blockers are much more common than surgery. They have been available in the United States for over a decade and are standard treatments supported by major medical organizations, including the American Medical Association.

Energy
Trump says his goal is for the United States to have the lowest cost of energy and electricity compared to any country in the world, including China.

Under the slogan "Dig, baby, dig," he says he will intensify oil drilling on public lands and offer tax exemptions to oil, gas, and coal producers. He will roll back Biden administration efforts to encourage electric vehicle adoption and cancel proposed new pollution limits requiring that at least 54% of new vehicles sold in the US be electric by 2030.

Again, he says he will withdraw from the Paris climate accords, end wind energy support, and remove regulations imposed and proposed by Biden's administration targeting incandescent bulbs, gas stoves, dishwashers, showerheads.

Education
Trump has pledged to end the Department of Education but also wants to exert huge influence over local school districts and colleges.

He will push the federal government to prioritize funding for states and school districts that eliminate teacher tenure, adopt merit-based pay to reward good teachers, and allow direct election of school principals by parents.

He said he will cut funding for any school that requires vaccines or masks and will promote prayer in public schools.

Trump also wants to have a say in school curricula, pledging to fight for "national education." He says that under his administration, schools will "teach students to love their country, not hate it as they are taught now," and promote the "nuclear family" including "the roles of mothers and fathers" and "the things that make men and women different and unique."

To protect students, he says he will support school districts that allow trained teachers to carry concealed weapons. He will provide federal funding so schools can hire veterans, retired police officers, and other trained gun owners as armed school guards.

Homelessness
Trump wants to force homeless people out of city streets by building tent cities on large open plots of cheap land. At the same time, he says he will work with states to ban camping in urban areas, giving violators the choice between arrest or receiving treatment.

He also wants to reinstate large mental institutions to bring back those suffering from "severe mental illness" or "seriously disturbed."

Public safety
Trump will again push to send the National Guard to cities like Chicago suffering from violence. He will use federal government funding and prosecution powers to arm local governments heavily.

He says he will require local law enforcement agencies that receive Department of Justice grants to use controversial policing procedures such as stop and frisk. As a deterrent, he says local police should be empowered to shoot suspected shoplifters while committing the crime. In a recent speech, he said, "Simply put, if you rob a store, you can expect to be shot while leaving that store."

Trump called for the death penalty for drug traffickers and those who traffic women and children. He also pledged federal control over the nation's capital, describing Washington as a "dirty death trap full of crime" unworthy of the country.
