The jury says Ontario must declare that partner or spousal violence is a "pandemic"

A jury recommended investigating the deaths of three women killed by their former partner and that Ontario officially declare intimate partner violence a pandemic and establish an independent committee dedicated to eradicating it.

The inquiry, which began on June 6, examined the circumstances surrounding the deaths of Carol Courtin, Natalie Warmredam, and Anastasia Kozik, focusing on gender-based violence dynamics, intimate partner violence, and femicide in rural communities.

Carol Courtin, Natalie Warmredam, and Anastasia Kozik were all killed in Renfrew County on the same day in 2015 by Basil Borutski, a man with a known history of violence against women.

The five-member jury was tasked with presenting a set of recommendations aimed at preventing similar tragedies and protecting victims of partner violence, especially in rural communities.

In total, the jury made 86 recommendations, largely directed at the provincial government, including the establishment of an emergency fund to help women seek safety.
