Officials in Southern California prepared on Monday to receive potential reports overnight of significant damage from Tropical Storm Hilary after it caused widespread flooding east and west of Los Angeles in unprecedented aftereffects just one day prior.
The National Weather Service downgraded Hilary from a hurricane to a tropical depression, but Governor Gavin Newsom had declared a state of emergency in most areas of Southern California and issued flash flood warnings until at least 3 a.m. (10:00 GMT) on Monday in a region typically more accustomed to drought.

Forecasters said the mountainous and desert areas could see 12 to 25 centimeters of rainfall, amounts that deserts typically receive in a year.

The storm swept up the Baja California Peninsula in Mexico to the north, resulting in one death and reports of flooding on the peninsula, where some roads were submerged.

U.S. President Joe Biden ordered federal agencies to deploy personnel and supplies to the affected area following preparations made by local officials over several days.
