Finance Minister Chrystia Freeland said that the large federal tax incentive to help build carbon capture projects has been almost implemented, and she wants to see rapid progress on the project promised to Canada's largest oil sands companies.

The government promised a tax incentive for carbon capture and storage in 2021, but the legislation to be enacted was not released until last fall.

This legislation is in the second and final stage in the Senate, and Freeland says it should become law soon.

Derek Evans, CEO of the Pathways Alliance for oil sands companies, said in May that the group cannot begin its $16.5 billion project until it has financial certainty.

Freeland says that certainty is about to arrive, and she now wants to see "shovels in the ground."

The Pathways carbon capture project is a significant part of Canada's plan to meet its greenhouse gas emissions targets by 2030.
