The Canadian ambassador to the United Nations says the UN Security Council is "paralyzed" now.
Bob Rae told Ivan Solomon on the Power Play program on CTV News on Tuesday: "There is growing frustration in the General Assembly about the use of the veto." "The Security Council is not a private club, it is a public organization at the heart of the United Nations."
But on Tuesday, the General Assembly adopted a consensus proposal requiring the five members to justify their veto before the Assembly.
Five members of the Security Council, including Russia, have veto power.
Rae said, "We are not simply trying to point fingers at Russia." The United States, China, France, and Britain also exercise the veto.
