The West Virginia court ruling may complicate Biden's climate change management plans.

In a blow to climate change efforts, the U.S. Supreme Court on Thursday ruled on how to use the country's main Clean Air Act to reduce carbon dioxide emissions from power plants.

By a 6-3 majority, with conservatives in the majority, the court said that the Clean Air Act does not grant the Environmental Protection Agency (EPA) broad authority to regulate greenhouse gas emissions from power plants that contribute to global warming.

The court ruling may complicate the administration's climate change plans. This decision is expected to affect regulations on power plant emissions by the end of the year.

President Joe Biden's plans aim to cut the country's greenhouse gas emissions in half by the end of the decade and to have a zero-emission energy sector by 2035. Power plants represent nearly 30 percent of carbon dioxide production.

The ruling came on the same day Biden accused the Supreme Court of "outrageous behavior" in a speech delivered at the end of the NATO summit in Spain, noting that last week's Supreme Court opinion thwarted half a century of environmental pollution protection measures.
