On Wednesday, the Minister of Public Safety in Quebec, François Bonnardel, presented a bill aimed at establishing a better framework for random stops conducted by police officers as part of their duties, in an initiative to better combat racial profiling.
Thus, François Legault's government in Quebec is making a comeback after a similar bill died in December 2021.
The submitted bill requires police forces to provide annual reports on the stops they conduct. If these stops do not comply with the guidelines set by the Ministry of Public Safety, disciplinary sanctions can then be imposed on those responsible.
The bill also provides for the appointment of a liaison officer in the field of fairness, diversity, and inclusion at the disposal of complainants to facilitate support and assistance in discrimination cases.
It also increases the powers of the Police Ethics Commissioner, notably by allowing him to open investigations and impose new sanctions.
