The union representing 65,000 teachers in elementary and high schools in Quebec will start an indefinite strike beginning November 23.
Sixty delegates from the Independent Teachers' Federation (FAE) made the decision on Thursday after voting to reject the contract offer presented by the province.
In September, the union voted for a general strike but did not set a date. The union leadership also said there are only three weeks left to negotiate an agreement.
The government's latest offer also included a 10.3 percent wage increase over five years and a one-time payment of $1,000 for each employee.
The offer applies to the FAE and thousands of other public sector workers whose unions are also currently negotiating a new contract with the state.
A group of unions calling themselves the "Common Front" have started a series of one-day strikes, with the first starting on Monday involving workers in the health and social services sectors.
