National Security Advisor to the Prime Minister and Deputy Minister of Finance in the Emergency Law Investigation

National Security Advisor to Prime Minister Justin Trudeau is scheduled to testify today in the public inquiry tasked with determining whether the Liberal government was justified in invoking the Emergencies Act.

Just hours after the historic decision to use the law in mid-February, Judy Thomas contacted the Royal Canadian Mounted Police to assess threats to protests in Ottawa and at several border crossings.

The inquiry also learned that Thomas informed the Royal Canadian Mounted Police that the protests posed a threat to democracy and the rule of law.

Her appearance is scheduled to follow the testimony of three senior officials from the federal Department of Finance, including Deputy Minister Michael Sabia.

As Trudeau invoked the Emergencies Act on February 14, telling Canadians that his extraordinary but temporary powers were necessary to suppress protests against pandemic restrictions and the Liberal government, it allowed the government to regulate or prohibit "use of property" to fund or support the blockade, and special economic regulations meant financial service providers could immediately freeze personal or corporate accounts without facing any liabilities.
