Heritage Minister Pablo Rodriguez said he will review what is described as a Canadian film or TV show as part of a move to update the country's broadcasting laws.

The definition of Canadian content is at the heart of a bill presented to Parliament that would require streaming services like Netflix, Amazon Prime, and Disney+ to feature a certain amount of Canadian programming, just as traditional broadcasters must do.

Critics say the current rules need updating and that shows related to Canadian issues - such as the Toronto Maple Leafs - do not tick enough boxes to be counted as Canadian, while others qualify on non-Canadian subjects.

Disney's "Turning Red," which tells the coming-of-age story of a Canadian Chinese teenager in Toronto and stars Ottawa-born Sandra Oh, was not considered Canadian under the rules.

Rodriguez, who is scheduled to meet with the German Culture Minister in Germany this week, says he plans to consult on this issue and is also talking with other countries about their rules.

The United Kingdom has a broader definition of a British film, including works focused on British themes, such as the life of William Shakespeare.
