The Integrity Commissioner of Toronto discovered that former Toronto Mayor John Tory violated the city's code of conduct by entering into a personal relationship with a staff member.
The Integrity Commissioner also found that Tory violated the law by participating in the council vote on Toronto's bid for the FIFA World Cup because the former staff member went to work for a company involved in the matter.
The Conservative Party resigned earlier this year after he publicly acknowledged the relationship, and the Integrity Commissioner was asked to investigate the matter.
