The President of the Arab Parliament, Adel Al-Asoumi, stated that Ethiopia's announcement of the completion of the fourth filling (which it described as the last) of the Grand Ethiopian Renaissance Dam reservoir reflects Addis Ababa's insistence on violating bilateral and international agreements governing the use of international waters.

He added during press statements that the Nile River is an international river governed by laws and agreements regarding the use of international river waters.

He explained that the Ethiopian side must respect these agreements, praising Egypt's measured and wise handling led by President Abdel Fattah el-Sisi.

He emphasized that any unilateral actions cannot change the legal, historical nature, and water shares of Egypt and Sudan in the river's waters.

He noted that this issue does not concern Egypt and Sudan alone, but is related to Arab national security, affirming support for all efforts of the two downstream countries in dealing with the situation.

He called on the Ethiopian side to respond to Egypt's good intentions to reach a binding legal agreement for the filling and operation of the Grand Ethiopian Renaissance Dam without harming the water interests of Egypt and Sudan.

Earlier today, the Ministry of Foreign Affairs confirmed that the continuation of the filling of the Grand Ethiopian Renaissance Dam reservoir without an agreement with the downstream countries constitutes a violation of the Declaration of Principles and is a legal infringement, in connection with what was announced today regarding Ethiopia completing the fourth filling process of the dam's reservoir.

It added that this matter represents a continuation by Ethiopia of violating the Declaration of Principles signed between Egypt, Ethiopia, and Sudan in 2015, which stipulates that the three countries must agree on the rules for filling and operating the Ethiopian dam before starting the filling process.

It pointed out that Ethiopia's unilateral actions disregard the interests and rights of the two downstream countries and their water security guaranteed by international law, explaining that this approach, along with its negative consequences, burdens the resuming negotiations, which have been allocated four months to complete, with hope that its upcoming round, scheduled to be held in Addis Ababa, will witness a tangible and real breakthrough towards reaching an agreement on the rules for filling and operating the dam.
